	<htmltext>Why don't they go all the way and ban physical punishment?  Is there any good reason to punish someone that way?  Does it even help rehabilitate those who "require punishment"?  Physically restraining someone is required to make someone submit if they are acting violent themselves, but that's different than physical punishment.</htmltext>
