In order to determine the usage of particular tags and to test our
program modules, we used various test beds.  Listed below are the test
files that we used and notes about them.

title 1 notes:
- This file was used to determine the occurrences of footnote references and footnote definitions.
- Sec. 112a contains a footnote reference that is located at the beginning of a line.  However, it is at the same white space indent level as the text.  The corresponding footnote definition is at white space indent level + 1.

title 2 notes:
- Sec. 29d contains a footnote reference and definition of (FOOTNOTE 1).  However, it also contains 3 more footnote references for (FOOTNOTE 1) after the definition of (FOOTNOTE 1).
- Sec. 31-2 contains two footnote references directly after each other.  However, they are expectantly followed by two footnote definitions.
- Sec. 60p contains a footnote definition that is two sentences and two lines in length.
- Sec. 179n contains a footnote definition that is two sentences and one line in length.
- Sec. 358 contains multiple footnote references and definitions of (FOOTNOTE 1) within the same dashline, misc1.  It also contains a footnote definition of (FOOTNOTE 2) that appears to include a letter.
- Sec. 441d contains a footnote definition of (FOOTNOTE 1), which includes two "." characters, one for an abbreviation and one to indicate the end of the sentence.  It also contains a footnote reference for (FOOTNOTE 1) whose corresponding footnote definition appears before the actual reference.
- Sec. 901 contains a footnote reference for (FOOTNOTE 3), which appears on a separate line.  The footnote definition of (FOOTNOTE 3) is located on the line immediately following the footnote reference and is indented appropriately.

title 5 notes:
- This file was used to determine the occurrences of footnotes, 
appendices, and tables.
- This title ends with a -CITE- dashline tag.
- Footnotes occur with each TITLEDATA element.
- Footnote references occur after the footnotes they are referencing.
- Footnote references are indented differently from the current section
they are in.
- Footnote references are followed by new DIVDATATEXT elements.
- Footnotes can occur anywhere below the -HEAD- dashline tag.
- 5 USC Sec. 5332 contains footnotes within tables.
