On the Clouds of Rio (2002)

A retired American emerald smuggler must go to Rio to find and save his daughter, unknown to him from an affair 15 years earlier, and finish off a smuggling deal with a ruthless child-torturing drug lord. To complete the deal, he must bring a young American hustler boy (who is taken to Rio not knowing that he'll be killed in a snuff film). The story is set against a relationship that forms between the American hustler boy and a Brazilian teenage girl who must help each other survive the drug gang-controlled slums of Rio de Janeiro.
