In the year 2009, a new drug known as Blood Heat is developed. A steroid of sorts, it drives whoever takes the drugs to kill. When Joe, a US Navy Seal, and Katsuragi, a Japanese detective, join forces to stop the circulation of Blood Heat, they are taken to an underground martial arts tournament in the Muscle Dome held by the Yakuza and Triads, where the fighters are Blood Heat users. With no option, Joe and Katsuragi must use their martial arts skills to fight in the Muscle Dome.
