What is this about?

Minification happens not only when texture coordinates are so that the texture is minified
on the surface it is displayed.

It can also happen under perspective view when we view a surface at a grazing angle.

The mipmap is used to anti-alias the minified texture. Each mode of using the mipmap
yields different rendering result.
