TCP/SPAND

In recent work, researchers at Berkeley have proposed Shared Passive Network Discovery (SPAND) as a way for hosts to share information network performance. The goal of this project is to use this information to improve the performance of TCP. For instance, if a destination is associated with large capacity, the initial TCP window could be made much larger. An interesting open issue is how effective this is in the presence of HTTP 1.0 and HTTP 1.1.
