TUNNEL

The TUNNEL protocol can be used as the bottommost protocol in a stack, e.g. as replacement for UDP. Instead of sending and receiving datagrams, it connects to a router host (defined by the router_host and router_port options) using TCP. Messages are sent/received directly to/from the router, making TUNNEL essentially a forwarding protocol. See section 3.8 for details.
